How to Submit for an Engineering Application
Engineering applications may be submitted at any time. Applications are accepted in electronic format only. The Applicant shall follow the steps outlined below when submitting an application. If you are new to Douglas County, please be aware that most projects are required to receive conditional approval via the General Engineering Application prior to applying for a permit. If you are unsure whether or not this applies to your project, please contact the project coordinator via email (
engineering@douglasnv.us) for guidance.

If applicable, review the conditions of approval letter for your project carefully. Make sure any conditions that are required prior to permit submittal are met.

Review and complete either the General Engineering Application or the EZ Engineering Application as may be appropriate for your project. Each application provides additional guidance and direction on what is expected to be provided by the applicant.
o
The
General Engineering Application covers items such as road improvements, utilities, grading, and various flood plain applications.
o
The
EZ Engineering Application covers items such as encroachment permits and road closures.

Site Improvement Permits can now be submitted using
Accela - ONE.
o
You will need to sign up for an account in order to submit.
o
Please review the
General Engineering Application to see what items will be needed to complete the online application.
The
General Engineering-Signature page application is the only application needed for upload into Accela - ONE.
o

Accela - ONE.

Flood review and road closure application can be emailed to
engineering@douglasnv.us using a file sharing service. If you do not hear back within 3 business days, please contact our office.
o
Electronic files submitted to the Engineering Department shall comply with the
Douglas County File and Naming Standards. Compliance with the standards is required for the County to efficiently process, review and track the application using our current project management software Accela and plan review program DigEplan.

Certificate of Amendments can be emailed to
engineering@douglasnv.us

Staff will make an initial review of the application. If the application is determined to be complete and in order, the applicant will be contacted via Accela for payment of any required review fees.
o
Submittals received that do not comply with the Douglas County File and Naming Standards will be returned to the applicant.
o
The review time does not commence until a review fee has been paid.
o
Currently, there is no jurisdictional requirement for staff to review a permit application within a specific period of time. Historically, staff has endeavored to complete a review within two weeks of an application fee being paid. However, that timeframe is largely dependent on the size and complexity of the project, the quality of the application material submitted and other factors such as current workload and staffing levels.

Our Public counter is open 9:30 am to 4:00 pm, Monday – Friday, excluding major holidays.

Submit Corrections: Corrections can be emailed to
engineering@douglasnv.us or uploaded directly using
Accela – One. You will need an active account and be linked to the permit. If you submitted your application online, you can upload your resubmittal documents the same way. Please notify the Engineering email mentioned above when this is complete.
